Chicago's housing comes in recognizable families, and each one tells you in advance how it was built, what roof it has, and where it ages. The first big split is the roofline: flat-roof buildings (two-flats, three-flats, greystones, six-flats) hide a gently sloped roof behind a parapet and drain to the rear, while pitched-roof homes (cottages, bungalows, foursquares) shed water over eaves and gutters like the rest of America. Chicago's buildings sort into three great eras, and they map almost perfectly onto three code regimes. The city's building code got its last comprehensive rewrite in 1949 and then ran, patched but never replaced, for seventy years. Everything before roughly World War II was built under the post-Fire ordinances that culminated in that code; the 1990s-2000s boom was built under its aging final decades; and everything permitted since mid-2019 falls under the modern Chicago Construction Codes, the first full realignment since Truman was president, phased in from June 2019 and fully in force August 2020. Here is what that means in the walls.
The wall was the structure: two to four wythes of brick bonded into one mass, laid in soft lime mortar, carrying old-growth lumber joists you could not buy today at any price. Systems were the best of their day and are the antiques of ours: lead water services (required by the plumbing code all the way to the 1986 federal ban), galvanized supply, cast iron and clay drains, and cloth-insulated wire, though thanks to Chicago's early conduit rule, most of it runs in metal pipe that new wire can be pulled through. Heat was a boiler and radiators or a gravity furnace; insulation was the wall's sheer mass. The pattern for buyers: structure that shrugs off a century, systems that age on schedules you can price.
The condo boom built fast under a code written in 1949 and amended piecemeal, an odd mix of strict (conduit, copper supply, cast iron drains still required, since PVC was not yet allowed) and thin (energy and envelope rules far behind national practice, and a permit system that leaned on self-certification). Construction itself changed character: solid masonry gave way to brick veneer over wood or metal framing, where the brick is a raincoat rather than the structure, and to single-wythe split-face block on budget buildings, the era's signature failure. Trusses and OSB replaced sawn lumber and plank, forced air with central AC became standard, and 100-amp services with GFCIs in wet rooms arrived. The pattern for buyers flips: the systems are young, so scrutiny goes to the envelope: flashing, parapets, roof decks, sealant schedules, and who exactly built it during the gold rush.
The 2019 modernization aligned Chicago with the 2018 International Building Code for new work and, in Title 14R, the International Existing Building Code for renovating old buildings, which is why sensible basement and attic conversions got easier. Since then the layers have kept arriving: the 2021 plumbing amendments (PVC drains in residential buildings to 60 feet), the 2022 energy code overhaul based on the 2021 IECC (real insulation, air sealing, better glass, electric-ready provisions), AFCI and GFCI protection nearly everywhere with tamper-resistant outlets, interconnected smoke and CO alarms, and Illinois' 2013 requirement that new homes include passive radon piping. Through it all, one rule has never moved: the wiring still goes in conduit, as it has for a century. The pattern for buyers of new construction: the code now guarantees a tighter, safer envelope than ever on paper, so diligence shifts to workmanship, ventilation (tight houses must breathe on purpose), and the developer's track record and warranty.
A pre-war building usually has a stronger structure than anything built since, but its plumbing, wiring, and heating may be near the end of their lives, so the inspection focus is the systems and what replacing them costs. A boom-era building is the reverse: the systems are young, but construction quality varied widely under the old code, so the focus is the exterior: walls, flashing, parapets, decks, and waterproofing. New construction meets the strictest rules Chicago has ever had, so the focus shifts to workmanship, ventilation, and the builder's track record. All three eras can be great purchases; the inspection just needs to look in the right places for each one.
