Everything above the sidewalk stands on what is below it: limestone rubble under the oldest buildings, brick and block under the middle generations, poured concrete under everything since. This page is how those foundations were built, what the cracks in them are saying, and how Chicago basements are kept dry, or not.
Two facts set the stage. First, the soil: much of the city sits on heavy clay that swells when wet and shrinks when dry, so foundations here spend their lives being squeezed and released. Second, the history: in the 1850s and 60s the young city raised its street grades to install sewers, lifting buildings and burying first floors, and for decades afterward buildings were routinely raised so a basement could be added underneath, for indoor plumbing or a rental flat. That is why so many vintage buildings have a raised first floor, a half-sunk garden level, and a foundation that is visibly younger or different than the building above it.
A useful mental model: a basement is a concrete or masonry box pushed down into wet clay. Water in the surrounding soil pushes back against the walls and floor, which is what the term hydrostatic pressure means. Everything in basement waterproofing is either keeping water away from the box or giving the water that arrives somewhere better to go.
You can usually date a building's foundation from the basement stairs.

None of these is good or bad by itself. A 130-year-old rubble wall that has been kept dry can be doing its job perfectly; a 20-year-old poured wall with a downspout dumping beside it can be in trouble. The material sets what maintenance looks like; the water management decides how it goes.

Waterproofing work runs from free to major, and it is worth doing only in this order, because each rung solves the cheapest version of the problem first.

A crack is a fact, not a verdict. The pattern, width, moisture, and history determine what it means, and a structural engineer's report, typically a few hundred dollars during your inspection period, converts worry into a scope of work. Plenty of Chicago buildings with century-old patched cracks are standing contentedly still.
That moisture is present in some form: seepage, humidity, or past flooding that was never fully dried. Look for the physical evidence, staining, efflorescence, rust on post bases, a water line on utilities, and ask the seller's disclosure the direct question. A dehumidifier hums in most healthy Chicago basements all summer; that alone is not a defect.
Efflorescence: minerals left behind when water moved through the masonry and evaporated. It brushes off, and it is not harmful itself, but it is a signed receipt that water has been traveling through that wall.
Which system, installed when, by which company, and whether the warranty transfers. An interior drain-tile system with a transferable lifetime warranty is a real asset; ask for the paperwork the way you would ask for a roof certificate.
Sometimes, and the rules are specific: legal units and sleeping rooms have requirements for ceiling height, exits, and light.
